The Ministry of Health has doubled the period for preparing clinical recommendations


The Ministry of Health has finalized the order on the procedure and timing for the development of clinical recommendations. The deadline for the preparation of projects by professional public organizations has been doubled, and provisions have been made for digital interaction between participants in the process in the Uniform State Health Information System.

The Ministry of Health supplemented departmental orders No. 103n and No. 104 dated February 28, 2019 on the procedure and timing for the development of clinical recommendations (CR) and added clauses on electronic document management through the Unified State Health Information System (USISZ) to the regulations. Now all stages of document preparation (notification of the start and completion of development, scanned copies of projects, applications for revision of the Kyrgyz Republic) must go through the Uniform State Health Information System. The updates will take effect on January 1, 2025.

In accordance with the changes, medical professional non-profit organizations will have twice as much time to develop draft clinical guidelines from the date of notification to the Ministry of Health (eight months). According to the current regulations, four months are given for this work. Previously, professional non-profit organizations (NPOs) asked to increase the time frame for developing the CD, MV reported.

The day before, the head of the State Duma Committee on Health Protection Badma Bashankaev in his telegram-The channel reported that a professional discussion took place on the readiness of the country’s healthcare system to operate from January 1, 2024, when clinical recommendations will become mandatory. According to him, “preliminary analysis shows that significant investments will be needed in the material, technical and personnel base of medical institutions, otherwise they will simply be impossible to implement.”

The discussion participants came to the understanding that it is necessary to resolve the issue at the legislative level, and “CR should not be an absolute in the work of a doctor, because situations in the development of the disease in people are often of an individual nature, which cannot be described by any algorithms,” the deputy explained.

The Center for Expertise and Quality Control of Medical Care reported that they do not have estimates on the cost of retrofitting medical institutions. Bashankaev also did not respond to MV’s request.

Last year, the Ministry of Health sent a letter to the heads of regional health authorities reminding them of a phased transition to work in accordance with clinical recommendations until January 1, 2024. Subjects were required to bring this information to the attention of health workers and interested parties, and also take it into account when planning state guarantee programs for 2023-2024.




Medical care, with the exception of that provided within the framework of clinical testing, is organized and provided in accordance with clinical recommendations and taking into account standards, follows from changes to the laws “On compulsory medical insurance” and “On the fundamentals of protecting the health of citizens” of 2018. CGs are developed by medical NGOs and must be revised at least once every three years. The purpose of creating a CD is to provide information support for a doctor’s decision-making that helps improve the quality of medical care for a patient with a particular disease/condition/syndrome, taking into account the latest clinical data and the principles of evidence-based medicine.
