Doctors and nursing staff who have received payments under the zemstvo programs will be able to change their place of work within the region. At the same time, in order for a subject to receive a subsidy for these purposes, a new concept is introduced – a program register of positions.
Health workers who have received payments under zemstvo programs will have the opportunity to change jobs. Changes are planned to be made to the state program “Health Development,” follows from the draft government resolution published on October 30 by the Ministry of Health on the portal regulation.gov.ru.
The document provides for the possibility of transferring a medical worker who has received a one-time compensation payment, with his consent, to another structural unit of a medical organization or another medical organization of the same entity. We are talking about payments to health workers who came to work in rural settlements, workers’ towns and cities with a population of up to 50 thousand people under the “Zemsky Doctor” and “Zemsky Paramedic” programs.
At the same time, in order for the region to receive a subsidy for these purposes, according to the recommendations of the Accounts Chamber, a new concept is being introduced – a program register of positions. This is a list of vacant positions of medical workers in medical organizations, when filled, one-time compensation payments are made for the next financial year, developed on the basis of an approximate list of positions. It will have to be sent by the health authorities of the subject to the Ministry of Health before April 1.
More than 5.9 billion rubles are annually allocated to the regions for one-time compensation payments to health workers who come to work in rural settlements, workers’ towns and cities with a population of up to 50 thousand people under the “Zemsky Doctor” and “Zemsky Paramedic” programs. Due to the emergence of new recipients of funds – medical organizations of the Donetsk and Lugansk people’s republics, Zaporozhye and Kherson regions – the amount of subsidies for 11 others was reduced, MV reported. For example, according to the budget law for 2023, the Republic of Adygea was supposed to receive 76.2 million rubles, now the funding will be 64.3 million rubles. For the Irkutsk region, funding will decrease from 144 million rubles. up to 102 million rubles.
However, often funds from “zemstvo” programs turn out to be unclaimed: at the end of last year, almost 20 regions were unable to attract the required number of health workers to rural areas, wrote “MV”.
