Rospotrebnadzor will have new grounds for inspections of social service institutions and public catering facilities. Emergency reports of cases of acute intestinal infection and infectious diseases will be monitored.

The Ministry of Health has developed two additional indicators of the risk of violation of mandatory requirements during the implementation of federal state sanitary and epidemiological control (surveillance). The draft amendments to departmental order No. 172n dated April 18, 2023 were published on the regulation.gov.ru portal.

Social service institutions and public catering facilities will be subject to additional control. The basis for unscheduled inspections for the former will be the receipt within a week of two or more emergency notifications about cases of infectious diseases, for the latter – the receipt of two or more emergency notifications about cases of acute intestinal infection during the same period.

The explanatory note to the order notes that risk indicators themselves are not violations of mandatory requirements, “but with a high degree of probability indicate the presence of such violations and allow the risk of harm (damage) to legally protected values.” At the end of 2022, in accordance with industry statistical observation form No. 23 “Information on outbreaks of infectious diseases,” 114 outbreaks of infectious diseases associated with food factors were registered in the regions of Russia.

The latest case of food poisoning among patients occurred at the Regional Children’s Clinical Hospital in Chita this week. A pre-investigation investigation has been launched. The regional Ministry of Health admits that if the cause of a patient’s illness is poor-quality food, the contract with the medical nutrition supplier may be terminated, MV reported.
