For medical universities, the effectiveness assessment will be changed in the Priority 2030 program. The proportion of researchers under 39 years of age from the total number of scientific and teaching staff will no longer be taken into account.
The Ministry of Education and Science has developed a draft order to change the assessment of the effectiveness of medical universities participating in the Priority 2030 program. If the document will be accepted, adjustments in university programs are possible.
Now the efficiency indicator is measured by calculating the difference in the share of income from research and development work in the total amount of income of the university and the amount of income from the disposal of exclusive intellectual rights and developments in the total amount of income, which should be divided by the number of all scientific and teaching personnel. An indicator reporting the percentage of researchers under 39 years of age from the total number was also taken into account. Now it is proposed to exclude it.
The indicator of income from the sale of licenses for university developments will also be excluded.
The Decree of the Government of the Russian Federation on the Priority 2030 program was signed in May 2021. In the first year its participants become 10 medical universities. They received grants in the amount of 100 million rubles. In 2022 to the program have joined seven medical universities, they received grants from 70 million to 900 million rubles.
