The Ministry of Defense will update the procedure for the provision of paid medical services in military medical organizations


The Ministry of Defense has developed a new procedure for the provision of paid medical services in military medical organizations. The document will come into force from the moment of signing.

The Ministry of Defense will update the regulations for the use of material and technical base and the involvement of medical workers to provide paid medical services in military medical organizations. The draft order was developed in connection with the entry into force of the Government of the Russian Federation Resolution No. 736 of May 11, 2023 “On approval of the Rules for the provision of paid medical services by medical organizations” and published on the portal regulation.gov.ru.

The document establishes uniform approaches for federal state budgetary and state institutions, the founder of which is the Ministry of Defense, when using the material and technical base and attracting medical workers to provide paid medical services, as well as when determining prices (tariffs) for such services.

It is noted that income from the provision of paid medical services is directed to the purposes provided for by the local regulations of the institution. But the priority is to cover the costs of providing such services, the wage fund, the acquisition of inventories and the maintenance of the institution, the depreciation of the fixed assets used, as well as the strengthening and updating of the material and technical base.

When determining tariffs, coverage of the institution’s costs must be taken into account, and the margin must be at least 5%.

New rules for the provision of paid medical services have been in effect in Russia since September 1, 2023. Medical institutions were allowed to charge patients in cases where medical procedures are not carried out according to a doctor’s prescription or for health reasons.

In 2022, the volume of paid medical services in Russia reached, according to Rosstat, 1.2 trillion rubles. Over two years the increase was 36%. Patients receiving paid medical services spent on average about 8 thousand rubles in 2022.
