The Federal Medical and Biological Agency of Russia plans to dismiss heads of subordinate institutions for delays in paying salaries to employees and exceeding the maximum permissible value of overdue accounts payable for other payments of the organization.
The Federal Medical and Biological Agency (FMBA) has established limit values of overdue accounts payable for subordinate institutions, exceeding which will result in the dismissal of their managers. Order (available on “MV”) registered by the Ministry of Justice on December 22.
Deadline for non-payment salaries equal to two months; taxes, insurance premiums and other budget payments — three months. Debts to suppliers and contractors cannot exceed three months, as well as the amount of overdue total debt over the value of all assets of the institution (except for the value of particularly valuable movable and immovable property) as of the reporting date.
Accounts payable at medical institutions are generated regularly. Thus, in March, the prosecutor’s office for the second time ordered the FMBA hospital in Obninsk to pay its suppliers. The total amount of debt for both cases amounted to almost 30 million rubles, MV wrote.
Head of the Federal Compulsory Medical Insurance Fund Ilya Balanin at the end of November he warned about monthly monitoring of accounts payable of public medical institutions. According to him, as of October 1, the balances on the accounts of medical organizations amounted to 240 billion rubles, the volume of overdue accounts payable “for all medical organizations is nine times less.”
