The program of state guarantees of free medical care for 2024–2026 has been approved.
The Russian government has approved the Program of State Guarantees for the provision of free medical care to citizens for 2024 and the planning period of 2025 and 2026. Resolution No. 2353 dated 12/28/2023 published on the portal publication.pravo.gov.ru.
The draft document noted that the average per capita funding standards for the program were formed taking into account macroeconomic indicators and standards approved by the government last year, and the forecast of socio-economic development. It was planned to index per capita financing standards through appropriations from the budgets of constituent entities of the Russian Federation by 7.1% annually.
The average standards for the volume of medical care provided through allocations from the budgets of the constituent entities were supposed to be maintained at the 2023 level.
The program provides for an increase in the standards for the volume of medical care for preventive measures from 0.597 comprehensive visits per insured person in 2023 to 0.7 comprehensive visits in 2024. The volume of financial support for in-depth medical examination of survivors of COVID-19 has also been increased.
The average standards for the volume of medical care in the “Medical Rehabilitation” profile in outpatient settings increased by 5.5% compared to 2023. For the first time, standards for the volume of dispensary observation for oncology, diabetes mellitus and diseases of the circulatory system have been identified.
The share of healthcare costs in the total federal budget in 2024 will decrease compared to 2023 from 5.2 to 4.4%, MV reported. In 2025 and 2026 it will be 4.9 and 4.8%, respectively.
